ElevatedEyeProxy: 32 Parallel Acceptors Prevent HANDSHAKE-MISS Burst

ListenAsync spawns 32 concurrent AcceptLoop workers each owning a NamedPipeServerStream. Burst of parallel --sudo ConnectAsync calls are accepted immediately instead of serializing through one listener with an accept-gap.
