Eye mutex force-release recovery

Force-release abandoned Eye mutexes via PowerShell when Eye cannot restart after crash. Mutex names: Global\WKAppBotEyeAlive/Guardian/Spawn. Use Mutex.OpenExisting+ReleaseMutex then wkappbot-core.exe eye to restart.
